a power does not seem suitable in times of peace, except in the case

of certain special commodities

Under the system to be introduced

by the present Ordinance, importers, exporters and ship owners will

have to report to the Superintendent, but upon reporting in the proper

manner the trader will be entitled as of right to pemission to import

or to export as the case may be.

3. It is not proposed to repeal the Imortation and Exportation Ordi-

nance, 1915, partly because it is useful for the purpose of prohibiting

exportation of particular articles, such as silver dollars and arme,

and partly because it is desirable to have in reserve the powers con-

ferred by it. An Order in Council has been made under the above

Ordinance, repealing all the existing rules, and substituting a single

rule which prohibits the exportation of certain specified, articles

except with the express permission of the Superintendent.

Order in Council will be gazetted on the 30th June, so that for all

practical purposes it will come into force on the same date as the

new ordinance.
